The Federation Council serves as the upper house of the Federal Assembly, Russia's parliament. It consists of two representatives from each constituent entity of the Russian Federation—one from the legislative (representative) branch and the other from the executive branch. Additionally, the President of Russia may appoint representatives to the Federation Council, provided their total number does not exceed ten percent of the council members representing the legislative and executive authorities of Russia’s constituent entities.
